FGEHA signs MoU with consortium of M/s Zee Brothers (Pvt.) Ltd. and M/s Ruya Developers (Pvt.) Ltd. for development of Housing/Apartment Project over 1,600 Kanals of Land

A Memorandum of Understanding (MoU) was signed today, 24 September 2026, between the Federal Government Employees Housing Authority (FGEHA) and the consortium comprising M/s Zee Brothers (Pvt.) Ltd. and M/s Ruya Developers (Pvt.) Ltd. for the development of a housing/apartment project over approximately 1,600 kanals of land, with provision for expansion, located in District and Tehsil Charsadda, Khyber Pakhtunkhwa. The MoU signing ceremony was held at the Committee Room of FGEHA.
The ceremony was attended by Director General FGEHA, Capt. (Retd.) Zafar Iqbal, senior officers of the Authority and representatives of the consortium. The MoU was signed on behalf of FGEHA by Director Joint Venture Projects, Faiz Umar Sial; on behalf of M/s Zee Brothers by its CEO, Zahid Hussain; and on behalf of M/s Ruya Developers by its Director, Muhammad Yousaf Khan.
Key Features of the Project
The proposed project is located approximately 6 kilometers from the Charsadda Interchange on the M-1 Peshawar-Islamabad Motorway and is approximately a 15-minute drive from Peshawar city. The project will have direct access from the main Charsadda-Nowshera Road and is adjacent to KPHA Mega City, Nowshera.
The project will be developed under the Land Sharing Model in accordance with the FGEHA (JV & PPP) Rules, 2025, with the objective of providing quality and affordable residential facilities to federal government employees through private-sector participation. The project is expected to provide residential facilities to approximately 700 to 800 registered FGEHA members.
FGEHA Committed to Providing Possession to Allottees Ahead of Scheduled Timelines
Speaking on the occasion, Director General FGEHA, Capt. (Retd.) Zafar Iqbal, said that the Authority is undertaking various projects aimed at providing quality, affordable and modern residential facilities to federal government employees. He said that advancing housing projects under the Public-Private Partnership and Land Sharing Models is an important step towards meeting the residential needs of federal government employees.
The Director General directed the concerned officers to ensure complete transparency, merit, quality and strict compliance with the prescribed rules and regulations at every stage of the project. He also emphasized the need for effective coordination among all relevant institutions and stakeholders to ensure timely progress of the project.The Director General said that modern housing projects must incorporate basic amenities, improved urban planning, environmental considerations and future requirements.Capt. (Retd.) Zafar Iqbal further stated that FGEHA is committed to providing possession to allottees in its ongoing housing projects ahead of the stipulated timelines, wherever possible. He said that the Authority is taking effective measures for the timely completion of ongoing housing projects and provision of possession of residential plots to allottees.
He informed that possession of plots to the allottees of Margalla Orchard, Block-A, is targeted for July 2027, while possession in Sector F-14/F-15 will also be provided to allottees in phases.
The Director General further stated that possession of plots to the allottees of Sky Garden, Blocks-A, B and D, is targeted to be provided by 31 December 2026. He added that possession of 80 plots had already been handed over to allottees ahead of schedule.He said that completion of development works and provision of possession to allottees according to the prescribed timelines, and wherever possible ahead of schedule, remains one of the key priorities of FGEHA. He directed the concerned officers to ensure continuous monitoring of ongoing projects and maintain the pace of development works to achieve the targets.
The Director General made it clear that, alongside initiating new projects, timely completion of ongoing projects is also among the top priorities of the Authority. He said that FGEHA is currently focusing particularly on Sector F-14/F-15, Green Enclave-I, and Lifestyle Residency Apartments, G-13, Islamabad. All available resources will be utilized to further accelerate development works, ensure continuous monitoring and achieve the prescribed targets in these projects.He further said that the proposed Peshawar/Charsadda project would not only provide modern, organized and quality residential facilities but would also contribute to the development of infrastructure, employment opportunities and economic activity in the area.
