\nThe Khyber Pakhtunkhwa cabinet on Monday approved a series of policy measures, including a complete waiver of succession certificate fees for the legal heirs of martyrs, the establishment of a Digital Governance Enablement Unit, a $200 million public finance reform programme and Rs30 million to pursue the province\u2019s National Finance Commission (NFC) case before the relevant constitutional forum.
\nThe decisions were taken at the 54th meeting of the provincial cabinet, chaired by Chief Minister Sohail Afridi.
\nBriefing reporters after the meeting, Information Minister Shafi Jan said the cabinet had approved an amendment to the Khyber Pakhtunkhwa Letters of Administration and Succession Certificates Rules, 2021, exempting the legal heirs of martyrs from all prescribed fees for obtaining succession certificates and letters of administration.
\nHe said the exemption would apply to the families of personnel of the armed forces, police, paramilitary forces and civil servants martyred in the line of duty, as well as civilians who lost their lives in armed conflict or terrorist incidents.
\nThe cabinet also approved the transfer of two kanals of state land in Ratta Kulachi, Dera Ismail Khan, to the National Database and Registration Authority (Nadra) for the construction of a regional office, subject to the payment of Rs84 million, applicable taxes and completion of legal formalities.
\nThe minister said the cabinet constituted a Debt Management Committee under the KP Fiscal Responsibility and Debt Management Act, 2022, and approved the establishment of a Digital Governance Enablement Unit in the Finance Department to strengthen digital governance across government departments.
\nHe said the cabinet also approved the KP Public Resources for Inclusive Development (PRID) Programme with a financing envelope of $200 million to improve revenue mobilisation, public expenditure management and the province\u2019s fiscal and service delivery data systems.
\nThe cabinet further approved the allocation of Rs30 million for engaging legal counsel to pursue the province\u2019s case relating to the National Finance Commission Award before the competent constitutional forum.
\nEarlier, addressing the cabinet, Chief Minister said the provincial budget for the 2026-27 financial year had been prepared with public welfare as its central focus and directed all departments to ensure its effective implementation. He said the government\u2019s performance would be judged by improvements in public service delivery and citizens\u2019 satisfaction.
\nReviewing complaints regarding the recent recruitment of 2,400 doctors, the chief minister said most grievances related to administrative matters, while around 21 complaints concerned merit. He said the recruitment process had been found to comply with the prescribed criteria after review but directed the Chief Minister\u2019s Complaint Cell to continue receiving complaints from candidates who had been unable to submit them within the stipulated time.
\nMr Afridi said applicants possessing credible evidence of unfair treatment should approach the government, assuring them that every complaint would be examined impartially. He said if any genuine case of injustice was established, corrective action would be taken even after completion of the recruitment process. He also directed the Health Department to expedite the deployment of the newly recruited doctors to improve healthcare services across the province.
